Every waterproof garment has a ‘waterproofness’ which is technically a ‘Hydrostatic Pressure’ at which point water will pass through the garment or waterproof membrane. After that it comes down to design and construction, position of seams, sealing of seams and overall ergonomics. One can look at a garment to check its design but be aware, if the Hydrostatic Pressure isn’t listed on the garment, with the ticket, or easily available, there’s probably a very good reason!
The Hydrostatic Pressure is typically measured as a height of water column in mm. A garment made of material having 20,000mm Hydrostatic Pressure (HP) is likely to be twice as waterproof for example as one with 10,000 mm (10 metres of water above it before the garment lets water through) or 10 x more waterproof than one advertising just 2,000mm. Below 3000mm it is very likely the HP will not even be listed.
